VLIR-UOS, the agency through which Flemish universities and colleges fund development cooperation, has opened its ICP Connect scholarship call for the 2027–28 academic year. The scholarships are for students starting in September 2027 on one of 12 English-taught programmes in Flanders, Belgium.

Two are three-year bachelor's degrees, in Hotel Management and Applied Computer Science. Seven are two-year master's degrees: Aquaculture, Food Technology, Marine and Lacustrine Science and Management, Transportation Sciences (Road Safety), Nutrition and Food Systems, Sustainable Land Management, and Tropical Biodiversity and Ecosystems. Three are one-year advanced master's degrees, in Development Evaluation and Management, Globalisation and Development, and Governance and Development.

Eight programmes that took scholarship holders before no longer do for 2027–28, among them the Master of Statistics and Data Science, the Master of Epidemiology, the Master of Human Settlements and the Master of Science in Water Resources Engineering.

A scholarship pays €1,400 a month for the full length of the programme, plus an economy flight to Belgium and home. Under VLIR-UOS's rules the allowance includes tuition, health insurance and board and lodging, so depending on the institution you pay these from it or they are deducted first.

Applicants must be nationals of one of 25 countries and live in one of them when they apply. In Africa these are Benin, Burkina Faso, Burundi, Cameroon, DR Congo, Ethiopia, Guinea, Kenya, Madagascar, Morocco, Mozambique, Niger, Senegal, South Africa, Tanzania, Uganda and Zimbabwe; the others are Palestine, Bolivia, Cuba, Ecuador, Peru, Indonesia, the Philippines and Vietnam. Ghana and Nigeria are not on the list.

You apply to the programme through the university or college that runs it, by its own deadline, and you may apply for only one ICP Connect programme a year. The age limit is 35 on 1 January 2027 for a bachelor's or two-year master's, and 45 for a one-year master's. VLIR-UOS holds an online information session on 26 November 2026, and results reach candidates by mid-May 2027.

Our VLIR-UOS page has the full costs and conditions. If your country is not on the list, Erasmus Mundus joint master's scholarships are open to every nationality.

Why it matters: It is one of the few full scholarships for a bachelor's degree in Europe. If you are from an eligible country, choose one programme and apply by its own deadline.
