What the funding covers
- An annual stipend of HK$344,400 (2026/27 rate).
- A conference and research travel allowance of HK$14,400 a year.
- Normally up to three years of funding.
- Many universities add a tuition waiver or extra support for fellows; check your university.
Who can apply
- Applicants of any country of origin.
- Outstanding academic records, research ability, communication skills and leadership.
- Applying for full-time PhD study at a participating Hong Kong university.

How to apply
- Submit the initial online application to the Research Grants Council between 1 September and 1 December 2026, 12:00 noon Hong Kong time, to get your reference number.
- Apply for PhD admission to your chosen university, quoting the reference number, by that university's deadline.
- Universities nominate candidates and the council makes the final selection.
Before you apply: things to know
- Late initial applications are not considered, and the cutoff is noon, not midnight.
- Some universities set their own deadline on or before 1 December; check each one.
- Contact potential supervisors early, since a strong research fit helps a nomination.
